Dexter’s Law: Florida Increases Penalties for Aggravated Animal Cruelty

Starting July 1, 2025, Florida will enforce a new law called Dexter’s Law. This law increases criminal penalties for certain animal cruelty offenses and creates a public registry of offenders.

Harsher Sentences for Aggravated Cruelty

Dexter’s Law updates section 921.0024 of the Florida Statutes. It applies a sentencing multiplier when a person is convicted under section 828.12(2), and the offense involves intentional torture or torment that injures, mutilates, or kills an animal.

In those cases, courts must multiply the total sentence points by 1.25. This rule only applies if the victim is an animal not used for agriculture and not classified as captive wildlife.

No Option to Seal or Expunge Records

The law also changes sections 943.0585 and 943.059. People who plead guilty or no contest to any violation of section 828.12 cannot seal or expunge their record. This rule applies even if the court withholds adjudication.

New Public Registry for Animal Cruelty Offenders

Beginning January 1, 2026, the Florida Department of Law Enforcement must create a public, searchable list of offenders. The list will include anyone convicted or who entered a plea under section 828.12, regardless of adjudication.

The registry must be updated at least every 48 hours and remain available online to the public.

Dexter’s Law increases prison exposure for certain animal cruelty cases. It also removes privacy options and requires public reporting. Individuals charged under section 828.12 now face tougher penalties and long-term consequences.
